The State Council approved a plan on Wednesday that seeks to address the environmental and social challenges that have arisen from the Three Gorges Dam project, the South China Morning Post reported. At the meeting, chaired by Premier Wen Jiabao, the government also admitted that, long before construction began, it had been warned about the issues related to building the dam, but failed to find solutions. Beijing said it would repair geological hazards, clean up pollution and complete the resettlement of 1.4 million people over the next 10 years. Still, the government defended the project and said it was necessary for both flood control and power generation. In 2009, China announced it would spend US$15.3 billion over the next decade to cope with deadly landslides, minor earthquakes, pollution problems and other issues that have been brought on by rising water levels behind the Dam
